Assemblywoman Catharine Baker represented the Tri-Valley in the State Assembly from 2014 through 2018. During her legislative tenure, she developed a reputation as an independent, bipartisan voice in the Legislature. Her collaborative leadership made her one of the most effective members of the Assembly. She authored legislation creating the Valley Link rail project in the Tri-Valley, giving California students first priority in University of California admissions, improving access to higher education for veterans, and strengthening local school budget reserves. Catharine is Special Counsel at Hoge Fenton, where she counsels small businesses and local non-profits and advises on election law.
